An effective public health response to the COVID-19 pandemic depends on mandatory self-reporting of health status, regular testing, and reporting of recent contacts and exposures. Can these measures be implemented in a way that respects the privacy of the people who are subject to them? To the extent that they can’t, how should we balance these two important values against each other?
